Federal Campus Visitor Procedures

Our commitment is simple and unwavering: Every student in Newberg-Dundee Public Schools has the right to a safe, supportive learning environment that is free from fear or unnecessary intrusion.

What You Need to Know

  • Student Records and Privacy Protections

Our actions are guided by the Family Educational Rights and Privacy Act (FERPA) and Oregon state law. We do not release student records or personally identifiable information without written parental consent, except under very limited circumstances such as child protection investigations or a valid court order. This applies to all requests—from federal, state, or local authorities.

  • Requests for Access to Students

If any law enforcement or federal immigration officer arrives at a school asking for information about, or access to, a student:

  • Do not release the student or share information.
  • Contact your principal immediately.
  • The principal will verify identification and documentation and then contact the Superintendent’s Office for guidance before any action is taken.

This ensures a consistent, lawful, and district-supervised response to every request.

  • Legal Requirements for Information Disclosure

Student information may only be released if:

  • The district is presented with a valid judicial subpoena or court order, or
  • The information is limited to board-approved Directory Information (as defined in Policy JOA).

In either case, the district office must manage the response, not individual staff or schools.

  • Administrative Oversight and Training

All administrators have been trained and reminded of their responsibilities to safeguard student privacy and ensure compliance with federal and state laws. These procedures are reviewed annually and reinforced as needed.

If you are ever approached by law enforcement or federal immigration officials at a school, do not allow access to the building or to any student until the principal has contacted the district office and received direction. Requests for information or access must be reviewed and approved through the proper district channels to ensure compliance with state and federal law.
