Transfers for the 2026-27 School Year
Interdistrict Transfers 2026-27
Interdistrict Entrance (Nonresident Students)
The Board has approved the following entrance limits:

High School: 30 students

Middle School: 10 students

Elementary School: 10 students

If the number of completed applications exceeds the available openings at a level, selection will occur through an equitable lottery process consistent with Oregon law.
Interdistrict Release (Resident Students)
For the 2026–27 school year, the Board has approved:
0 interdistrict transfer releases, except as provided below.
The District will continue to accept and evaluate interdistrict transfer release requests based on hardship or emergency, consistent with Oregon Administrative Rule 581-021-0019 and Board Policy JECB.

- Parent/guardian military deployment
- Instability related to housing, including homelessness or foster care placement
- Documented medical condition of the student necessitating transfer
- Death of a parent or legal guardian
- Lack of access to safe and affordable childcare within the resident district
- Documented severe harassment, intimidation, bullying, or cyberbullying

- Be submitted in writing using the District’s designated form
- Include documentation reasonably sufficient to substantiate the claimed hardship
- Be reviewed on an individual basis
If a resident student has a sibling currently enrolled in another district pursuant to an approved interdistrict transfer, the District may consider sibling status as a discretionary factor when reviewing a release request.

Release Limits Have Been Reached
The District has reached its release limits and will consider transfer applications only for students who meet hardship criteria as established by the Oregon Department of Education (ODE).
High School Level (NHS & Catalyst)
Release:
10 students who apply, Grade 9-12.
Receive:
30 students who apply, Grade 9-12.
Middle School
Release:
5 students who apply, Grade 6-8.
Receive
10 students who apply, Grade 6-8.
Elementary School
Release:
5 students who apply, Grade K-5.
Receive
10 students who apply, Grade K-5.
ALL STUDENTS ACCEPTED ON TRANSFER WILL BE APPROVED THROUGH GRADUATION.
Application Forms
Transfers to Virtual or Non-Virtual Charter Schools:
If a parent wants their child to attend a virtual charter school sponsored by another district:
- The parent must submit written notice of intent to the student's resident district.
- The resident district must respond within 10 calendar days to approve or deny the request.
- If more than 3% of the district's students are already enrolled in out-of-district virtual charter schools, the district may deny the request.
- A denial may be appealed to the Oregon Department of Education (ODE).
ODE Virtual Public Charter School Enrollment Guidance
If a parent wants their child to attend a charter school located in another district (non-virtual):
- The student applies directly to the out-of-district charter school.
- If accepted, the student may enroll without needing approval from the resident district.
- The 3% enrollment cap does not apply to non-virtual charter schools.
