Public Comment at Board Meetings

All regular Board meetings, except executive sessions, are open to the public. The Board encourages community members to attend meetings to learn about district programs and operations and to share ideas and opinions with the Board when appropriate.

 

Public comment is intended to inform the Board and support its governance role. The Board values respectful participation and works to ensure meetings are accessible, orderly, and productive.

When Public Comment Occurs

  • Public comment occurs during the designated portion of the meeting agenda

  • At the discretion of the Board Chair, additional opportunities for public comment may be allowed

  • Discussion of agenda items must occur at their designated place on the agenda unless authorized by the Board Chair

  • Visitors may introduce topics not listed on the published agenda

The Board may request that a proposal, inquiry, or request be submitted in writing and may refer matters to the administration for review or action.

Speaker Procedures

  • Speakers invited by the Board Chair should state their name and address

  • If speaking on behalf of an organization, the speaker should identify the organization

  • Groups with a common purpose should designate one spokesperson

  • At the discretion of the Board Chair, speakers may be asked to complete a registration card prior to the meeting

Time Limits

  • Remarks are limited to five (5) minutes per speaker

  • The Board Chair may:

    • Shorten speaking time when many individuals wish to speak

    • Limit the number of speakers presenting the same viewpoint

    • Defer topics to a future meeting when regular business limits available time

    • Waive the time limit at their discretion

Comments Regarding Staff Members

  • Speakers may offer objective criticism of district operations and programs

  • The Board will not hear comments about individual staff members

  • Complaints involving staff must follow Board Policy KL – Public Complaints

  • Commendations for staff should be submitted to the Superintendent

Written Public Comments

Written public comments for the Board may be submitted in advance of the meeting by email. Submissions should include the sender’s name and address and may be referred to the Superintendent or administration for review in accordance with Board policy.

 

Please note that written submissions become part of the public record and may not be read aloud during the meeting.
